    The National Service Authority (NSA) has uncovered irregularities involving three public universities, leading to the arrest of 10 staff members as part of an ongoing investigation into fraud within the National Service Scheme.

    The institutions named are the University for Development Studies (UDS), Ghana Communications Technology University (GCTU), and Akenten Appiah-Menka University of Skills Training and Entrepreneurial Development (AAMUSTED).

    Disclosing the findings at a press conference in Accra on Monday, December 15, 2025, the Director-General of the NSA, Dela Seddoh, said the arrests followed a comprehensive audit triggered by the introduction of a new centralised management system aimed at eliminating ghost names from the national service database.

    “The investigations uncovered a number of serious irregularities being perpetuated in three tertiary institutions. University of Development Studies, UDS, Ghana Communications Technology University, Akenten Appiah-Menka University of Skills Training and Entrepreneurial Development (AAMUSTED). The outcome of the investigation, 10 members of staff from the various institutions have been arrested and are under investigations with the security agencies.

    “As well as some staff of national service have also been arrested and currently with the national security and are under interrogation, “she said.

    She added that some NSA staff members have also been arrested and are currently undergoing interrogation by national security.

    8,105 individuals flagged, 1,840 suspended over National Service registration irregularities

    According to the Director-General, the investigations revealed a coordinated scheme involving the submission of inflated graduate numbers by some institutions.

    “When we suspect any malfeasance, we send a team to the school, access their database and cross-check the number of students who officially graduated against what was submitted to us,” she explained.

    She described the operation as exposing a “huge cartel” and disclosed that 8,105 individuals have been flagged in the system, with 1,840 suspended pending further investigations.

    “We made shocking discoveries that resulted in the flagging of over 8,000 individuals,” she said.

    The NSA, she said, has formally written to the Office of the Presidency through its supervising ministry, insisting that all Ministries, Departments and Agencies (MDAs) comply with their service personnel quotas.

    She cautioned that failure to adhere to NSA directives would attract serious consequences.
